Joining the Guild in 1985, Foster has served as a steward and officer of AFSCME Local 2910 in various capacities since 1986. During his Guild tenure, Foster has served as a steward for many areas in the Cataloging Directorate; and has been a member of the Guild bargaining teams which negotiated agreements over the reorganization of cataloging in 1992 and the implementation of the ILS in 1999; and most recently was a member of the master contract bargaining team in 2000-2002. Foster joined the Library in Sept. 1984 as a Library of Congress Intern, works as a cataloger in the Serial Record Division, and holds an M.A. from the University of Chicago, and a J.D. from Georgetown University.
